Mapping system applications and flows to improve the quality of mobility data

Métropole and Semitan produce, disseminate and use various data related to
mobility (public transport, bicycles, parking, carpooling, etc.), managed by
different parties and disseminated according to specific schemes, put in place during the integration of the various services and needs (including
applications and Open Data). This has resulted, in some inconsistency&nbsp;and a lack of clarity in processes which affect both current
operations and the preparation of innovative projects such as MaaS. The city authority,
therefore, asked us to perform a diagnosis of the applications and dissemination of data.NAOMIS works
with specialists in multimodal information and MaaS to integrate all the
information disseminated on the existing system into the overall mapping of
services, applications and data.

Defining the outline of a regional Open Data platform

The “Syndicat
Mixte Mégalis Bretagne” is a body for regional cooperation. Its
members are : the Region of Brittany, the four Departmental Councils and all the public bodies for inter-municipal cooperation in the region.
As a guide and regional facilitator&nbsp;on data governance, Mégalis Bretagne wanted to
offer a shared service for the publication and promotion of regional public
data.
In order to encourage&nbsp;its member communities to join the data portal,
the syndicate needed to define its strategy and involve its members throughout the
deployment project. Naomis,
worked closely with the Mégalis teams to understand and integrate the needs and
situations of the various member communities. This collaborative effort was largely
managed online in the context of the health crisis.

Collaboration at regional level

Designing and developing a solution to manage production and the billing of projects

Several user
workshops were held to define the functionalities of the different modules. At
each workshop, a panel was chosen according to the profiles of each user. These
workshops were led around Design Thinking and co-creation practices.
 Following
these workshops, specifications were produced and development began in agile
mode. The modular approach made it possible to conduct the developments in parallel with the various&nbsp;ideation, design and testing, workshops.
 As part of the company's continuous improvement approach, developments&nbsp;are constantly made to
meet the needs of the staff.

Implementing shared tools for the management and sharing of business data

In 2017, Vinci
Autoroutes launched a major project to overhaul its Information System
integrating the companies Cofiroute, ASF and Escota: the "Full BIM"
project.
Naomis is
involved in the GIS package on a project management basis. The work is
coordinated with the other project work packages on which Naomis is called upon
to intervene from time to time, to provide advice and support for developments
(in particular asset management, CMMS, transverse hub). The tasks performed by Naomis&nbsp;include&nbsp;:

road sector solutions and proposal of scenarios</li><li>Drafting of GIS specifications</li><li>Creation of a data dictionary</li><li>Realisation of sector-specific workshops</li><li>Writing of migration plan for the GIS applications

service centre</li><li>Data migration and implementation
of a GIS base</li><li>Facilitation of sector-specific workshops</li><li>Piloting of sector-specific POC and implementation of
applications (Land, Network, Environment)</li><li>Writing of interface contracts and technical
specifications.</li></ul>
Following the technical assistance assignment, Naomis was also&nbsp;called upon to carry out technical
developments:

repositories (road data, ramps, heritage, environment, land, etc.)</li><li>Digitisation of parking lots, migration of data
from different companies (specific formats) to a unitary database</li><li>Development of Worbench FME for the development

<ul><li>Deployment of the GIS platform (ESRI)</li><li>Realisation of ESRI Web App Builder widgets for
the applications</li><li>Realisation of communication interfaces between
the various batches</li><li>Development of an ESRI server extension for

Naomis also continues to support the Vinci Autoroutes teams with skills development in relation to
the project tools : ArcGIS and FME training.

Project Management

Integrating historical data to analyse regional changes

The aim of this study was to georeference 26,742 maps of the Napoleonic cadastre of the
Pays de la Loire region in order to integrate them into a GIS.
 The paper mapswere scanned by the departmental archives. Georeferencing&nbsp;allowed them to be superimposed with other geographic data such as the current
land register, networks or land use.
 Naomis worked
mainly with the FME ETL. Numerous workbenches were developed to process the
rasters and in particular to slice, assemble and tile them. The assembly
processing listed the tiles included in the slab to assemble them and generate
a tile. One kilometre by one kilometre tiles were generated. 

 This data enables&nbsp;landscape analysis with consideration for&nbsp;historical aspects,
addressing the changing nature of the region and facilitating land
searches.

Collecting and analysing data for the maintenance and monitoring of the drinking water network

Naomis carried
out a campaign of topological surveys in the field to initialite the
community's reference system, using its know-how and equipment: topographic
GPS, tablet, and NAOPAD tool (a customisable and secure solution for entering
field data on a tablet developed by Naomis (see (Geo) Digital Services).

Naomis offered
to assist the community in the handling and use of this data under QGIS with a
short amount of dedicated training.

Providing the method and tools to enable the community to update its database

Defining land use to describe the region of Vendée

As part of the
deployment of its Geographic Information System and to meet the expectations of
various departments of the Department and partners, the region of Vendée wished to create
a Land Use database.
&nbsp;
Naomis teams
produced a database on land use in 2010 (CLC 4-level standard) for the entire
department, taking care to ensure homogeneous and strictly comparable data for&nbsp;all points in the mapped area.
&nbsp;
The service
also included the creation of a "2006 land use" database for part of Vendée and the creation of a "1950 land use" database for the
entire Vendée.

 The databases have been integrated into the GIS of the Department and its partners.
They feed the work of&nbsp;urban developments, and provide&nbsp;a tool for
planning, monitoring and evaluating public policies, as well as&nbsp;a tool for
land forecasting and prospection

A homogeneous map of the whole region incorporating the land use of three different periods

Data plays a fundamental&nbsp;role in the design and management of our&nbsp;environment.&nbsp;However, access to reliable and readable information is too often extremely challenging, due to difficulties in referencing, documentation, limited access for non-specialists, quality risks, reliability doubts, redundancy and loss of time, regulatory and legal constraints. We establish methods and systems to allow&nbsp;key information to be&nbsp;shared and delivered to the right people via suitable solutions. We bring on a proven consulting&nbsp;approach (awareness, analysis of needs and existing situation, diagnosis, roadmap, specifications) as well as our technical skills and knowledge of data and tools (sourcing and processing of geographical and non-geographical data, quality control, statistical analysis, data visualisation). Our recommendations are based on the sector-specific issues of our clients and the characteristics of each organisation. We&nbsp;intervene all along the data cycle with five areas of expertise: strategic data management in organisations, data acquisition, structuring of databases, modelling, and data recovery in accessible tools.
